Electronic commerce offers the community a unique opportunity for economic growth by improving European industry's competitiveness and stimulating investment in innovation and creation of new jobs. The proposal states that such benefits will not be optimised unless the many legal obstacles that remain to the on-line provision of services are eliminated. Those involved in the construction industry will have to consider how e-commerce will affect the industry, i.e. special training of employees. Traditional building techniques may still be employed but many of the other services that a construction company will use will enter into this complex system of trade.
