The U.S. dairy industry must be restructured to avoid cycles of boom and bust, Agriculture Secretary Tom Vilsack said in the wake of Congress announcing a $350 million dairy bailout.rnDairy farmers benefited in recent years from higher milk prices and growing demand abroad. But the economic downturn saw wholesale milk prices plummet while feed and other costs remained high, resulting in many farmers producing milk at a loss.
