The 1996 telecom reform act and its attendant filings take up 800+pages. Here's a quick walk-through for net managers who need to know what it all means. Net managers who want to know what the Telecommunications Act of 1996 really says should start with a crash course in speed reading. The law itself stretches to 110 pages (neatly arranged in 710 sections). The FCC's Rules of Engagement, which detail how the act will be put into action, add another 70. And then there are the 650 pages of responses filed by interested parties.
