Dear Readers, The basic prerequisite for social harmony, political stability, economic prosperity, etc in a State, good governance ensures that progress and development is delivered evenhandedly. Governance is the pivotal tool for effective delivery of peace, harmony and welfare to the public at large. In Pakistan however, the situation is not very promising - the forces of disintegration are stronger than the forces of cohesion, government writ is weak, rule of law is almost non-existent, political instability is a recurring theme, disputes and conflicts mar inter-provincial harmony, corruption is endemic, etc, etc. Today Pakistan presents a pathetic story of bad governance on all national fronts and corruption, for one, has acquired a prominent place in Pakistan, becoming all pervasive and spreading like a cancer with no end in sight. When the nation's prime accountability body takes steps to curb corruption at the highest levels, it is chastened and warned to 'mend its ways' by the powers that be. If this state of affairs continues unchecked, the problems and challenges we confront will aggravate with time and ultimately the nation will have to pay a heavy price. Transparency International's latest Corruption Perspective Index (CPI) saw Pakistan occupying the 117th slot out of 168 countries, while this was a slight improvement over last year, in all earnestness being 117 out of 168 is nothing to be proud of - we are still among the most corrupt countries. Although accountability is the keynote of Islamic character, this is missing from the characters of our rulers.
