In short, by deploying the ISE theory and by shifting the Pakistani military posture from minimum credible deterrence to an offensive offense posture, and through a careful recalibration of nuclear threats , integration of nuclear forces at the command level at partial scale complex, active deterrence strategy can be developed which is based on anticipatory defense. This would help to stabilize the nuclear deterrence vis- a-vis India (now centred on pre-emption).
