摘要

Setting the foreign policy imperatives of a country is an extremely arduous task, as these are based on a vastly complex range of factors, which are both domestic and external in nature. Foreign relations basically are any country's external outlook. How it perceives and in turn is viewed by other countries and what is its external image, based on its conduct and associations. A host of issues effect and in turn are conditioned by choices, decisions and actions undertaken by the policy makers. As in the words of Rosenau, "virtually every aspect of society, its traditions, institutions, and capabilities - becomes relevant when one sets out to explain itst orientations and actions toward the world beyond its borders." These issues are based on four set of inputs or sources, which namely consist of systemic, societal, governmental and the very intangible idiosyncratic factors that perform and change at varying speeds over a time continuum, these factors determine a country's foreign policy and diplomatic relations by and large.
