摘要

I have been reading a monograph published by the RAND Corporation which is amongst the premier think-tanks in the USA. This monograph was a US Air Force project and is titled "War and Escalation in South Asia" (South Asia in this context consists of Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka) and was first published in 2006. It starts from the premise that there are two nuclear powers, India and Pakistan in South Asia today and alongside the two nuclear powers, there is proliferation of nuclear technology from the area and terrorism. This then is the sum of the threat perception that could jointly pose a direct threat to US interests in the area. South Asia is considered in its own right but is also very important for U.S. interests in the Middle East and Central Asia and needless to say, the unspoken consideration, for safe access to the Pacific Ocean via the Bay of Bengal.
