摘要

The most important aspect of modern political thought is that it has shattered the myth of the medieval idea that "the King can do no wrong". He certainly can, and can also be hanged for wrongdoing. But there is still a difference, not historically between two cultures and civilisations (medieval and modern) but two methods of wielding political authority: One denying the people their rights, the other conceding their rights and liberties. Democracy alone, registering the triumph of the people's will, rights and authority, has inducted this wind of change to politics and its goals.
