The CRC Energy Efficiency Scheme, formerly known more simply as the Carbon Reduction Commitment, came into effect with the Climate Change Act 2008. The scheme forces the most energy-intensive public and private sector organisations in the country to pare their consumption in order to contribute to the UK's international commitment to reduce carbon emissions by 60% by the second half of the century. As Britain's third largest landowner, the MoD's task in complying with this legislation is not a trivial pursuit, especially when its estate contains a more nuanced portfolio than perhaps any other organisation.
