April's quarterly report on Piracy and Armed Robbery Against Ships by the International Chamber of Commerce's (ICC) International Maritime Bureau (1MB) revealed a marked reduction in reported incidents in the first three months of 2013 - 66 down from 102 in the corresponding period in 2012.' The bare facts may portray statistical improvement, but the 1MB breakdown of those 66 incidents represents a harsher reality: four vessels hijacked, 51 boarded, seven fired on, four attempted attacks, 75 crew members taken hostage, 14 kidnapped and one killed.
