Advances and innovation in science and technology are built upon the work of previous generations; as Sir Isaac Newton noted, "If I have seen further it is by standing on the shoulders of giants." Academia and industry publish their research in the open source as proceedings, journals and patents, but classified research cannot be made accessible through these mechanisms. The MoD, recognising the value of prior research, has always promoted exploitation of its research portfolio. The introduction of secure IT networks provided the opportunity to share information more effectively and widely across the defence and security enterprise. To this end, the MoD tasked the Defence Science and Technology Laboratory (Dstl) under project Athena with maintaining a single reports collection cataloguing defence and security research.
