ECONOMIC,SOCIAL,AND POLITICAL upheaval around the world in 2020 brought many aspects of governance and democracy to a transition point, or at least into sharp focus.We now must consider what forms of governance may evolve, and how they will be able to legitimately find ways to pass authority seamlessly down the generations. The COVID-19 global crisis, largely a "pandemic of fear"2, brought out in many regional and national governments autocratic behavior, antithetical to democracy. Economies were distorted or collapsed; freedom of movement was curtailed; and social behavior was polarized. Many of these changes caused challenges to, or (in rare instances) reinforcement of, the prestige and legitimacy of regional and national governments. And as Stefan Possony3, the great strategic philosopher, noted: "Prestige is the credit rating of nations". Absent prestige, a nation, a society, a leader, withers and dies.
