Complete reducible super-simple (CRSS) designs are closely related to -ary constant weight codes. A -CRSS design is just an optimal code. In this paper, we mainly investigate the existence of a -CRSS design and show that such a design exists if and only if and , except possibly when . Using this result, we determine the maximum size of an code for all with the only length unsettled. In addition, we also construct super-simple -BIBDs for .
