摘要

In order to support agrarian reform as the means to increase welfare and fulfil the rights of farmers to a better livelihood, a range of national and multilateral mechanisms to protect agriculture products and local farmers has been conceived. Given the very different national situations developing countries should be able to self-designate staple food crops as Special Products in accordance with their development needs. Moreover, they should be in a position to adapt the list of “special products” if required. The introduction of the concept of SPs should be independent of the general tariff reduction formula.
