摘要

The process of modernization and urbanization has led to several concerning issues in some countries. High living demands,downturn of economy and poor governing system evokes aggression among some citizens thus increasing the number of crime andsocial problems. It is well highlighted in preceding research and theories of a safe city that social development is one of the featuresthat can support a safer living environment. Therefore it is important to understand the approach and strategy in producing sociallyhealthy and thoughtful citizens. During the Prophet Muhammad time he managed to form a harmonious place to live in by focusingon the inner and social development of wellbeing. Therefore, by applying a method of content analysis, this paper will outline theidea of social development planning concept based on the teaching of the Prophet and several recommendation will be made to applyin our current basis. It is found that a further study and strategy needs to be done to mend our entertainment and education system,revising the economic activities in city, to establish suitable programme or facilities for the needy as well as revising the planning anddesign of neighborhood areas.
