Ethical considerations for closing humanitarian projects: a scoping review

The number of people requiring humanitarian assistancehas risen steadily in recent years and was estimated tobe 201.5 million people in 2017 (ALNAP 2018). Theneed for assistance is expected to continue rising due toprolonged conflicts, mass population displacement, andincreased frequency of natural disasters and climaterelatedcrises (OCHA 2018). However, funding forhumanitarian action has not kept pace with need, andthis shortfall continues to grow (ALNAP 2018). Thesefactors contribute to the reality that humanitarian organizationsroutinely face difficult decisions of where andwhen to open and close projects. Since humanitarianprojects are intended to be temporary interventionsresponding to the needs of populations affected bycrises, project closure is an inescapable component ofhumanitarian aid. How closure is planned and implementedis a crucial feature of the success of the overallintervention (Gerstenhaber 2014), yet making and enactingdecisions to close projects involves complex ethicalconsiderations and reasoning (Hunt and Miao 2018; Leeand Ozerdem 2015; World Food Programme 2004).
