摘要

The COVID-19 pandemic began as a cluster of reportedcases of acute respiratory illness in China on 31 December2019 and went on to spread with exponential growthacross the globe. By the time it was characterized as aglobal pandemic on 11 March 2020 (1), 17 of 22 countriesin the Eastern Mediterranean Region (EMR) had reportsof infected persons (2,3). EMR countries are particularlysusceptible to such outbreaks due to the presence ofglobally interconnected markets; complex emergencies inmore than half of the countries; religious mass gatheringsthat draw tens of millions of pilgrims annually; andvariation in emergency care systems capacity and healthsystems performance within and between countries (4).
