摘要

Health challenges are so enormous in sub-Saharan Africa that only substantial injection of resources and strong partnerships involving national authorities, multilateral agencies, local communities, the private sector and other stakeholders can address the situation. Based on recent advances in science and technology, the development of new interventions for diagnosis, prevention and treatment has been accelerated. Africa has not been able to participate as a functional partner in generating new knowledge neither has it the capacity and political commitment to capitalize on this exciting development. Due to disparities in economic strength, political will, scientific resources and capabilities, Africa has lagged behind in accessing the available global knowledge. Health research systems, like most others, require long-term investments by national governments and partners but it is the duty of the national government to create an enabling environment for conducting research. Indeed, it has been suggested that health investments yield the highest rates of return compared to other public investments.
