The tides of demography cannot be ignored when planning a nation's long-term needs. After 1945, high fertility in the developed world dictated the necessity of devoting attention and resources to children, and youth booms bolstered growth. Now demographic forces have changed. For richer countries in the West, international migration will need to play a larger role in driving growth.
