Financial sleaze, which dogged the previous Tory government under John Major in the 1990s, is threatening to make a comeback.rnOn June 5th Giles Chichester, the leader of the Conservatives in the European Parliament, resigned after admitting to channelling expenses through a family company, a practice that was prohibited from 2003. Two days later it was revealed that Caroline Spelman, the party's chairman, had paid a nanny a decade ago out of her parliamentary office allowance. She says that the nanny performed secretarial work but others wonder how; the matter is being referred to the parliamentary-standards commissioner.
