摘要

Seldom do policies blow across the Atlantic so swiftly and win such instant favour. The British press was quick to lavish praise on the federal government's decisive handling of America's two ailing mortgage giants, contrasting their weekend bail-out with the prolonged agony before Britain's Northern Rock was eventually nationalised. The prime minister, Gordon Brown, immediately faced calls to emulate the American example and revive mortgage lending by getting the government to underwrite new home loans.rnSuch an intervention to underpin the housing market would be far more significant than the package of measures announced on September 2nd. This feeble hotchpotch was widely dismissed as inadequate, not least since its centrepiece, a temporary suspension of stamp duty for about a quarter of homebuyers, will count for little while house prices are in free fall. Lenders have instead been pressing the government to back new mortgage loans.
