An increasingly common way for banks to attract new depositors in Nigeria is to hire fleets of young women and send them around Lagos's Victoria Island business district in skimpy outfits. Many of these "relationship managers" complain of having to provide "other" services to win customers. The marketing methods are a reflection of the enormous official pressure on the banks. Last year, Charles Soludo, governor of the Central Bank of Nigeria and a leading member of the country's economic-reform team, stunned bank bosses when he ordered banks to raise their minimum capital base twelvefold, to 25 billion naira ($190m), within 18 months or face being banned from holding public-sector deposits and participating in the foreign-ex-change markets.
