The Bank of England kept interest rates on hold on July 7th. They have now stayed at 4.75% for almost a year. But relief for borrowers is at hand. The Bank is expected to lower rates to 4.5% next month and the markets are pricing in a further cut, to 4.25%, by the end of the year. The swing in monetary mood has been little short of manic. Earlier this year, the City was betting rates would rise in 2005. In March and April, two members of the Bank's nine-strong Monetary Policy Committee (MPC) voted to raise rates to 5.0%; and there was one vote for a hike in February and May.
