America's presidential election has been transformed. For much of the past year, it had seemed George W. Bush's to lose. Streets ahead in most polls, he had been able to set the policy agenda and stamp his authority on his party. Al Gore, meanwhile, written off by many as the president's apologist-in-chief, lurched from one public persona to another while his fractious party squabbled.
