5G Auctions: No Surprises In Switzerland, Caution Advised In Germany

The Swiss auction saw incumbent Swisscom and challengers Sunrise and Salt securing frequencies for future 5G services. The operators spent a total of nearly CHF380mn (USD378mn), more than the expected CHF220mn, with Swisscom spending the most, reaching CHF195.5mn, followed by Salt (CHF94.5mn) and Sunrise (CHF89.2mn). Given the high level of saturation in the mobile market and with 3G/4G connections expected to represent 100% of all connections by 2020, Swiss operators see advanced LTE services and 5G technology as future sources of growth, as reflected by their bids. The fourth bidder, the UK-based Dense Air, did not purchase any frequencies. The German auction, scheduled for the second half of March 2019, might be delayed after Telefonica Deutschland filed an emergency motion to temporarily suspend it. The three main operators - Telefonica Deutschland, Vodafone and Deutsche Telekom - have all taken legal actions against the auction’s tight conditions, which include extensive geographic coverage and increased data speed. As the specific applications of 5G are still not completely clear, and given the high cost of deploying 5G infrastructure, operators do not want to tie their 5G investments to strict conditions that could undermine their business if not satisfied. Under the auction’s terms, the three dominant players are also required to provide roaming access to their network to any new entrant, as the regulator seeks to foster competition within the market. We believe more competition should come in the form of a market disruptor, with a wide impact on the dynamics of Germany’s telecom industry (see ‘Germany Needs An Enterprise Disruptor, Not A Fourth Operator’, August 28 2018). The 5G auction represents an opportunity for such a player to emerge.
