Conceptional problems are considered for constructing the governmnetal informational analytical system of emergency situations(GIAS ES). The main functional layers of GIAS ES are presented, the optimization problem is formulated for arranging informational components in the nodes of computer network and the structure of standard basic module of GIAS ES is considered.
