The House in a bipartisan vote has approved a resolution that would immediately reinstate Obama EPA methane rules for oil and gas operations, sending the measure to President Joe Biden for his expected signature and likely bolstering the agency's planned effort to issue tough standards for new and existing equipment. Lawmakers adopted the resolution, S.J. Res. 14, on a 229-191 vote June 25, with a dozen Republicans joining unified Democrats in support. Crucially, the resolution, which advanced using streamlined procedures under the Congressional Review Act (CRA), scraps a Trump-era rule that created a first-time requirement for EPA to craft a pollutant-specific finding that the oil and gas sector's methane pollution makes a significant contribution to public health endangerment, before imposing pollution controls.
