House Energy & Commerce Committee Republicans are drafting alternative legislation to Democrats' cap-and-trade plan that would impose a Clean Air Act "performance standard" on climate change pollutants that at least initially would be focused on new power plants, according to ranking member Rep. Joe Barton (R-TX).rnSpeaking to reporters April 22, Barton said that while he does not believe carbon dioxide is a pollutant "there are others that do [and] we are looking at a regulatory standard based on performance." Barton's comments come as the committee was holding three days of hearings on a cap-and-trade bill in advance of an energy and environment subcommittee mark-up possibly next week.
