Senate Environment & Public Works Committee (EPW) Chair Barbara Boxer (D-CA) is considering scrapping two climate change subcommittees in order to elevate the debate on climate change to the full committee, where Democrats will see a larger majority than they currently hold, and speed consideration of a cap-and-trade bill. Boxer told reporters Nov. 18 that she will reorganize the committee once she knows the final list of panel members. Changes she is considering include reducing the two global warming subcommittees she created in 2007 to one broader climate panel, or scrapping both panels altogether and holding all climate-related hearings at the full committee level. Boxer's plans come as President-elect Barack Obama is seeking swift action on the issue. Obama told participants at California Gov. Arnold Schwarzenegger's (R) Global Climate Summit Nov. 18 in Los Angeles that he sees creating a a federal cap-and-trade system as the first step in addressing climate change. He said the new climate policy chapter his administration will usher in "will start with a federal cap-and-trade system," adding that the system will set "strong annual targets" in order to reduce emissions to 1990 levels by 2020 and an additional 80 percent by mid-century.
