EPA is moving forward with its plan to ease pharmaceutical waste regulations even though it will be unlikely to finalize the new rules before the Bush administration leaves office. The agency Nov.20 released its proposal to add Pharmaceuticals to a list of wastes eligible for regulation under its Universal Waste Rule,which is generally less stringent than the agency's strict rules for hazardous waste under the Resource Conservation & Recovery Act (RCRA).EPA expects to publish the rule in the Federal Register within two weeks,after which members of the public will have 60 days to submit comments on the proposal- a time period that will likely not expire until after Barack Obama's inauguration in January.
