EPA's enforcement office will have to start taking the failing economy into account when crafting consent decrees for sewer overflows with struggling local municipalities,a move that is unlikely to change in the next administration,according to outgoing EPA enforcement chief Granta Nakayama. "We are sensitive [to municipalities' economic conditions],despite rumors to the contrary," Nakayama told municipal wastewater officials at a Nov.14 meeting of the National Association of Clean Water Agencies (NACWA) in Washington,D.C.
