An EPA Inspector General (IG) analysis of the agency's implementation of White House program review requirements, known as the Program Assessment Rating Tool (PART), includes recommendations that may boost EPA's controversial plans to restructure its policy office to emphasize performance measurement approaches. The IG's Sept. 12 report, Using the Program Assessment Rating Tool as a Management Control Process, recommends that EPA Deputy Administrator Marcus Peacock work with the agency's Office of Policy, Economics & Innovation (OPEI) to "place a stronger emphasis on the use of program evaluation to improve program performance."
