Coal-powered electric utilities want the EPA to swiftly approve states' coal waste disposal programs, starting with Oklahoma and Georgia. Utilities that don't follow federal requirements for coal ash disposal may be the subject of a citizen lawsuit in district court, but if state permit programs are approved, states would handle enforcement.
