Lawmakers from both parties see the ongoing drinking water crisis in Flint, Mich., as a sign of a broader national water infrastructure issue, but Democrats and Republicans are split on how Congress should respond. Democratic senators told Bloomberg BNA Jan. 28 that Congress needed to boost spending for the Drinking Water State Revolving Fund-money appropriated through the Environmental Protection Agency's budget to help finance infrastructure improvements-and conduct rigorous oversight of what went wrong in Flint. "State revolving funds have to be much larger than they are," Sen. Ben Cardin (D-Md.) told Bloomberg BNA. "I think that's probably, in the fiscal capacity, the number one area [of need] as it relates to the infrastructure."
