The Environmental Protection Agency has spent the last several years constructing "a framework"-building tools, developing guidance and more-to facilitate the integration of environmental justice into agency processes, programs and actions. Now, a senior official told Bloomberg BNA, the agency is ready to move to the next phase: Implementation. In 2015 alone there will be a flurry of final actions, such as guidance documents related to considering environmental justice in rulemakings and EJSCREEN, a tool used to identify potentially overburdened communities. The EPA also will further its work on environmental justice in permitting, according to a draft EPA strategy, EJ 2020, released April 15. An environmental justice advocate and a former EPA senior official told Bloomberg BNA that the EPA had been successful in accomplishing its previous environmental justice goals from Plan EJ 2014, but that implementing its EJ 2020 work will be a challenge. The goals on considering climate resilience, using Next Generation monitoring and collaborating with other government entities will be areas to watch, they said.

Competing Recombinant Technologies for Environmental Innovation: Extending Arthur’s Model of Lock-in Abstract: This article presents a model of sequential decisions about investments in environmentally dirty and clean technologies, which extends the path-dependence framework of Arthur (1989). This allows us to evaluate if and how an economy locked into a dirty technology can be unlocked and move towards the clean technology.
