Congressional Republicans expressed confidence that at least some policy riders to block the Obama administration from implementing key environmental regulations will be included in a final omnibus appropriations bill later this year. Attention on Capitol Hill now returns to the appropriations process after Republican leaders reached a budget agreement with the White House that would set top-line spending levels across the federal government for the next two years.
