President Barack Obama's administration is "not seeking" legally binding emissions targets as part of an international agreement on climate change in Paris, the State Department told Sen. Bob Corker (R-Tenn.). Noting details of the accord remain under negotiation, the letter obtained by Bloomberg BNA said the Obama administration did not believe any agreement would require additional implementing legislation from Congress nor would it preempt existing or future laws on carbon dioxide emissions.
