International business leaders and former government officials called on the international community to implement a five-year rescue package to protect ocean health. The ocean limits the effects of climate change and provides resources such as fish and minerals, a Global Ocean Commission report said. However, the vast majority of the ocean, especially the 64 percent designated as the "high seas," is inadequately governed and protected, the June 24 report said. The United Nations must address factors that are making the ocean less healthy and productive, such as increased demand for resources, decreased availability of fish and weak international oversight over the high seas, where no one government has jurisdiction, the report, "From Decline to Recovery: A Rescue Package for the Global Ocean," said.
