Environmental justice advocates said the Environmental Protection Agency should finalize recommendations for considering environmental justice when writing regulations or taking other actions to provide a road map for states. The recommendations, labeled "Interim Guidance on Considering Environmental Justice During the Development of an Action," are largely being ignored as states wait for the EPA to finalize environmental justice rulemaking practices, advocates said. That leaves dis-advantaged, low-income and minority communities at risk of further harm, several advocates said.
