Environmental Protection Agency Administrator Gina McCarthy said her comments before a congressional hearing welcoming civil service regulation reforms to make it easier to fire employees applied to the "most serious and potentially dangerous situations" of misconduct. McCarthy, in an Aug. 5 response to the American Federation of Government Employees Council 238, said senior managers and all other levels of employees would be held accountable for their actions. "Every employee, at every level, must be held accountable for her or his actions; no one gets a free pass," McCarthy wrote. "Our mission to improve public health and the environment depends on our career employees, and it is critical that we continue to work together to offer all employees opportunities to highlight their work, share their knowledge and offer their ideas about how to make the EPA a superior place to work."
