Environmental Protection Agency Administrator Gina McCarthy said her comments before a congressional hearing welcoming civil service regulation reforms to make it easier to fire employees applied to the "most serious and potentially dangerous situations" of misconduct. McCarthy, in an Aug. 5 response to the American Federation of Government Employees Council 238, said senior managers and all other levels of employees would be held accountable for their actions.
