More than 30 environmental advocates told the Virginia Department of Environmental Quality that the state should force utilities to move aggressively into renewable energy and support energy conservation. The Environmental Protection Agency's proposed limits on carbon dioxide emissions from power plants could "unlock the door" to almost $1 billion in energy conservation and renewable energy investments by the state's largest electric utilities, Hannah Wiegard, of Appalachian Voices, said during an Aug. 7 forum sponsored by DEQ in Richmond, Va.
