As debate in the main negotiating track at the Bonn Climate Change Conference continued on market mechanisms that could be enacted as part of the 2015 agreement to confront climate change, opposition to those mechanisms began to rise with a formal proposal to halt their development until current market tools could be refined. But debate over the "scope, structure, and design" of the global 2015 climate change treaty, a debate that began at April 29-May 3 climate talks also held in Bonn, so far has failed to materialize, and it increasingly looks as if they will be pushed back to the next set of meetings-November's high-level Conference of the Parties in Warsaw.
