The U.S. Fish and Wildlife Service is inviting public comment to identify potential changes to Endangered Species Act regulations that would create incentives for landowners and others to take voluntary conservation actions to benefit species, according to a notice scheduled for publication March 15. The service said it also will propose a rule to encourage such voluntary actions.
