The Federal Aviation Administration failed to consider the cumulative environmental impacts of a runway expansion near Portland, Ore., a federal appeals court ruled Aug. 25 in remanding the matter to the FAA (Barnes v. Department of Transportation, 9th Cir., No. 10-70718, 8/25/11). Three individuals challenged the FAA's finding of no significant impact resulting from the Port of Portland's proposed construction of a new runway at Hillsboro Airport. The airport, which serves private planes and corporate jets, is the busiest in the state, surpassing Portland International Airport in the number of takeoffs and landings.
