EPA Report Says Lack of Finances, Staff Results in Violations at Smaller Systems

Violations of monitoring and reporting requirements in federal drinking water regulations are most common at small community water systems that serve 500 or fewer people, owing to a lack of technical, managerial, and financial resources, according to an Environmental Protection Agency report. The report posted by EPA in late August found that groundwater systems that mostly serve 500 or fewer people were responsible for 65.5 percent of all monitoring and reporting violations compared with 5.8 percent recorded by systems serving more than 10,000 people. EPA attributed the greater number of violations among smaller systems to a lack of revenue and trained staff and aging infrastructure.
