The Environmental Protection Agency could craft an emissions trading program for greenhouse gas emissions from coal-fired power plants using its existing authority under the Clean Air Act, Resources for the Future said Dec. 7. Rather than setting a carbon dioxide emissions limit for coal-fired power plants under Section 111 of the Clean Air Act, EPA could set a performance standard that focused on energy efficiency, expressed as tons of carbon dioxide emitted per megawatt hour of generation, Arthur Fraas, a visiting scholar at Resources for the Future, said during a forum sponsored by the non-partisan environmental think tank.
