The Environmental Protection Agency Aug. 2 proposed further delaying the compliance date for regulations that set requirements for preventing, preparing for, and responding to oil discharges to navigable waters and adjoining shorelines (75 Fed. Reg. 45,572).rnThe proposal would give affected facilities additional time to prepare or amend their spill prevention, control, and countermeasure (SPCC) plans, postponing the compliance date to Nov. 10, 2011.
