In a strongly worded letter Aug. 2 to the Environmental Protection Agency, the state of Texas refused to implement agency requirements to issue permits to new and modified sources of greenhouse gas emissions. "On behalf of the State of Texas, we write to inform you that Texas has neither the authority, nor the intention of interpreting, ignoring, or amending its laws in order to compel the permitting of greenhouse gas emissions," said the letter, written by Attorney General Greg Abbott and Bryan W. Shaw, chairman of the Texas Commission on Environmental Quality, to EPA Administrator Lisa Jackson.
