Legislation that would establish federal policy to encourage the construction of long-distance high voltage transmission lines that could be used to deliver renewable energy from remote locations to urban centers was introduced by Rep. Jay Inslee (D-Wash.) April 30.rnThe National Clean Energy Superhighways Act (H.R. 2211), would give the Federal Energy Regulatory Commission the right of eminent domain for transmission line siting if states and other regions are not able to come up with an alternative siting plan. The legislation authorizes states to establish multistate transmission planning authorities and then gives them 18 months to submit siting plans to FERC.
