The Senate Environment and Public Works Committee will mark up climate change legislation in early- to mid-November, a schedule that will ensure committee members have a completed cost analysis from the Environmental Protection Agency before they are asked to vote on the measure, the committee chairman said Oct. 13.rnSen. Barbara Boxer (D-Calif.), who along with Sen. John Kerry (D-Mass.) introduced the climate bill Sept. 30, told reporters she will launch three days of hearings Oct. 27 to be followed a week or two later by a committee vote on the measure. "Momentum, I think, is growing every day, we are deepening our coalition in every step of the process," Boxer said.rnBoxer said she remains confident she has the votes to get the bill through her committee by mid-November at the latest but acknowledged that its path to the Senate floor after that is less clear. It is also under the jurisdiction of several other committees, and Senate Majority Leader Harry Reid (D-Nev.) has cautioned that a floor vote may have to be delayed into 2010.rnThe Kerry-Boxer bill (S. 1733) would require U.S. power plants and other operations to cut their greenhouse gas emissions 20 percent by 2020 from 2005 levels (40 ER 2284, 10/2/09).
